Bluetooth not working in window 7

hi,
i have crystal blue tooth usb dongle and when i plug it with my laptop it install drivers perfectly but its not working in window 7. now the question is there any driver issue or any configuration problem or any competibility issue? can anyone help me out in resolving this problem ?

Go to start-->in the empty box type Services.msc and press enter-->make sure the blue tooth service is running.
