Does anyone know why companies recommend a 350W or higher power supply for the Geforce4 Ti family?

it is a guide about picking the right power supply. On the second page there is a table of estimates of the power consumption for common devices in a computer. Looking at VGA it takes only about 4amps of its power from the +3.3V rail. After adding up all the components and everything you only generally need about 10amps on the +3.3V rail of the power supply. If you had a low power PSU (say 200W) and it has 20amps on the +3.3V rail isn't that more than enough already to support even the higher end video cards?
