IP addresses

Hello,
What would be some reasons that someone would use multiple IP addresses from the same computer?

Is this in regard to an issue you are having or something you want to set up, etc...?

I feel in fact I know someone is continually looking me up or cyber stalking me if you will but is using different ip addresses to cover their tracks.Only thing is I know the suburb is the same all the time but the ip addresses differ.
