Prohibit desktop icons from moving

Hello,

does anyone knows a tweak or third party program that will prohibit the desktop icons from moving? i've tried desklock 1.2 and descklocker, they are good but they also have some personal issues that does not match the exact thing i need. i just want to prohibit the users from moving the desktop icons, your help will be greatly appreciated.

How To Use Google To Search

I used google and found this:

Start=>type gpedit.msc=>select it from the results
User Configuration=>All settings=>prevent changing desktop icons
This combined with other group policies should achieve your steady state that you can apply to any machine

also in that thread: after what u've found, states that: "this solution does not prohibit users from moving desktop icons around."

i don't even have "all setting" in my gpedit.
