Computer shut down and says windws reboot menu

Hello,
My sisters computer is showing a screen that says windows resume loader and i cant move the arow keys to highlight my choice

when does this happen??( after some usage or running some app triggers it?)
Windows 7?
check the event log to see the culprit of the restart

windows resume loader normally pops up when your computer is hibernated and the power goes off..
