Arvato Windows 8

Hello,
I tried to download Windows 8 a month ago and was informed that a hard copy would be sent to me as I was unable to download it from the internet site. It has been a month and nothing has arrived???? But the money has been removed from my VISA account???? This is not the way to do business unless this is a scam???? Ted
