Hello, I want to set up a router connected via ethernet cable to my desktop pc which is receiving internet through wifi from a router connected to the cable modem.

basically this:

internet > modem > router > wifi > desktop pc > ethernet > router > ipad, iphone, etc.

I'm using Windows 7. Any help would be appreciated.

It depends a lot from what your routers can do.
I have made similar setup, asking the PC to share it's internet connection (WiFi, in yout case) to wired connection. The setup is something along these lines:
- give your wired PC fixed IP address, on different network from primary WiFi;
- disable WAN port on secondary router, and connect PC to its LAN port. Configure your secondary router to use the PC' wired IP address as default gateway (that's in DHCP settings), and your primary router as DNS server.
If this will help - my secondary router is running dd-wrt, it helped a lot in this weird configuraion.

This would be a horribly buggy and bad way of doing things. Why not just use the wifi connection your desktop is already on and connect the rest of the devices to it? Or get a wifi extender?
