Cannot change any wallpaper acount image

.when i apply the account image as well the background image and lock screen image during installation of my windows 8 pro but when i try to change this 3 settings i cannot access it.the screen looks like hang or blur.i try to click on each settings but nothings happen.

Did you go to the 'Personalization' screen in Control Panel? That's where you make the changes after logging in with Administrator rights.

yes i did it but my whole screen blured even i click it each background or any 3 options not working.when i go to my store icon i download the hd wallpaper when i try to set as my wallpaper or lock screen or background nothings happen.any idea??by the way thnx for reply.i hope you solve my problem.thak you and im waiting for your next reply.thanks ubrales : )

Usually right-clicking a picture and selecting 'Set as wallpaper' does the job. Try it. You don't need to go to the Control Panel for this.
