Can't Install Sanyo 4900 USB Drivers

When I try to install Sanyo 4900 USB drivers on my
Toshiba Satellite laptop using Windows XP Home, I get this
"The file usbser.sys on Win XP Home Edition CD-ROM is needed."
It appears to me that usbser.sys is a Win 98 file. Can
anyone shed some light on this problem?

that file is only located on the Windows 98 Second Edition CD-ROM
