Is this a fullversion of win7

i found this on newegg but to be sure i thought id ask you guys is this package of windows 7 a full version for a computer that does not have an OS yet ,or is it some type of upgrade (i need full)

Its the OEM version (full home premium) for system builders, like me....

Its illegal for sites like that to sell it, but they get away with it because of size...

It will only activate on ONE machine....

Any yes you will get the key with it...

thanks brett i just didnt wanna buy this to find out its an upgrade or for some reason it doesnt come with an activation code
