power and an effects send for each channel.

Any ideas?

Does it absolutely HAVE to be single-space?

I think Great River makes such a box, but it's 2U. And there's always the
Millennia Media Mixing Suite, which is something like 4U or 5U as I recall.

The API 3124MB+ does exactly what you say you're looking to achieve...
the Speck "5.0" pres can be built into a mixer with no real size
restrictions while still giving you direct out capability [no aux send
bus]

How many channels? How much do you want (or not want) to spend?

Do you mean 1U (1.75" high) x 19" wide, rack mounting? Gasp! How many m/l
channels do u expect to cram in? At what mains supply voltage? U can just
about get a single stereo processor with all bells and whistles in there.
2U at least will give you scope for more makes.

If so, how about the API 3124M?

ATI used to make both an 8 and 16 channel 1U mixer with mic preamps,
pan pots, and a limiter on each channel. Quite expensive, and I
believe both are now discontinued.

Or the API 8200
or the TRUE Systems Precision 8

How much did you want to spend?

These are really nice units. But no effects sends.
