Hi, on the new computer I built I used Windows 7 Home Premium. After a while I shut the computer down and started installing another dvd-rom since my Windows 7 did not see that there were a dvd-rom in the computer. When I was done installing the DVD-rom i started my computer and it "froze" on the startup screen (the one that has a black background, the windows logo and the windows 7 writing). I could still see the windows logo/flag move so i knew that it still was working. I had already started my computer about five times before this happened and it worked perfectly.
Anyone that can help me? Please answer quickly! :)
Thanks!

This sounds to me like a software driver/hardware problem.

Your best course of action would to be:

1. Reformat the computer again and install drivers one-by-one, restarting the computer after each install to insure it makes it past the windows logo screen.

2. Pull out hardware one-by-one starting with your new dvd drive all the way to individual sticks of RAM until you can make it passed the windows logo screen.

Best of luck,
