For windows 2000 to see drives larger then 137GB you need to be using a specific service pack. I think it'll be SP2 but may be SP3. You might need a slipstreamed copy of the CD to install onto the drive and be able to get all of the space on a drive larger then 137GB to get partitioned and formated during the installation.

For windows xp you'll need SP1 installed.

Not sure if the service packs will solve the problem. Anyway, your WD hard drive should come with an ATA133 PCI controller card which is used for overcoming the 137GB limit. Or if you don't want to use that card, you may try partitioning the big drive into two or more logical drives with the size of each logical drive no larger than 137GB. Try to see if it works. I may be wrong as I have no experience using such big drive.
