Caller ID shows only "212"

I keep getting calls where only "212" shows on the CID. No other
information at all. When I answer, it's always dead air, then the call
disconnects. My buddy thinks it's some off-shore scam trying to somehow
incur illegal charges. Anyone have any ideas?

Various local calls from St. Paul via a PRI (local bundle of phone
numbers over a T1 or better) seem to come across my phone with an ID of
651, yet calls from the same caller to my home phone will show
unidentified. To me, this means that whoever is calling you is calling
from the 212 area code and they THINK that their number is unidentified.
So, your caller is probably calling from New York City!
