Logon Process Initialization Failure windows 7

Hello Guys,
Just wondering if anyone had a sure fix for tis painful "interactive logon process initialization has failed. Please consult the event log for more details"
I have been google-ing for hours, with lots of mixed answers. It seems like a very popular problem but no direct step-by-step answer to fixing it?
I am not a guru, but have medium level knowledge if someone would be kind enough to point me in the right direction!

I can access F8 and startup repair (no effect/no issues found)

Would love some help,

it worked for someone having the same prob with Vista, but would apply to Win 7. Failing that I think if it were me I would back up my data and perform a clean install of Windows, probably quicker in the long run...
