I would guess that either the phone's ESN is blacklisted, or the phone
is going to conveniently arrive "damaged in transit." If it shows up at
all.

Mostly likely the former. Even if the phone works, if someone is that
desperate to quickly turn a phone that could easily fetch $250 to $300
in resale value in good condition into $150 of cash, then it's likely
someone is having trouble paying their bills.
