Probably because it was cheaper for Nokia to just plug in CDMA firmware to one
of the phones they were already producing for GSM networks, than to redesign
the phone completely...

it is a R-UIM card slot. CDMA Version of SIM card. Not used in the states
yet. There are a handful of carriers
would wide that do use it.
