Last Pirates question - (for the moment at least!) Landloc..

Probably daft question (and tell me to RTFM if necessary) but how do you
access completely landlocked cities? In the game I'm currently playing the
Lost City of the Aztecs is NW of Gran Grenada. The main map shows a
river/inlet channel, but it doesn't appear to be present in the game (unless
I'm completely blind and sailing straight past it - which is always a
distinct possibility!)

How can I populate a landlocked city (if I was plundering which, at the
moment, I'm not, I'm just pirate-bashing!)?
