I'll be building a new PC soon, now I need to consider which sound card/speakers to get. I don't really care about sounds, and I don't like surround speakers because of limited room and the apartment manager will probably crack down on my door and kick my butt if I ever dared to turn it on too loud My original plan was an Asus Canterwood motherboard that comes with onboard sound, but it looks like they won't have one by summer All I need is an economic sound card(preferably from Creative Labs) and a cheap speaker set(2 speakers) that is compatable with it. Any suggestions?

Because of your space and noise restrictions and budget, onboard would most likely be fine. Personally, I would suggest you go for the Guillemot Fortissimo 7.1. Economical, and all told a good card.
As for speakers, I don't have any experience because my computer is hooked up to my home theatre, not some cheesy computer speakers ;-)
Hercules Fortissimo3 and Creative Audigy are both good. Tech-report had two nice comparisons of various sound cards. Search their site and read them. They can help a lot.
