You can use Windows' built-in feature called Disk Management in Administrative Tools with Computer Management. How (much) do you intend on splitting the partitions capacity-wise?

More details on what you are trying to accomplish would be helpful. If you are trying to install Windows 7 and want to partition it, just go to advanced option section during installation.
