Holiday return question

I understand that the normal 14-day return program for phones is suspended
until sometime in January to allow gift returns. Does this apply to all
phones, including those bought and activated on an existing account during
the holiday period, used more than 14 days, but returned before the holiday
return period ends? TIA.
