I see that now on Quest website that their coverage area is the same as
Sprints now. Does that mean Quest customers are PCS to PCS now? What about
Virgin Mobile are they PCS to PCS for Sprint customers or not?

Don't think so. TOS says Sprint PCS phones to Sprint PCS phones. Doesn't
include any non-SPCS branded resellers.

No, they do not count. While they operate on the same network as
Virtual network operators, their backend billing systems are different.
In other words, Qwest Wireless customers deal with a separate billing
department and CS people as Sprint customers do. Same goes for Virgin.

End result: aside from the network, they are a different wireless
company, and so it is billed as a non PCS-to-PCS call.

quest uses sprint network.
