Does Sprint make allowances for this reason for a number change: I'm
being harrassed by someone and want to cut them off altogether. Is
there a charge for something like this?

There's no charge for changing your number, regardless of the reason. And
you only have to sign a new contract if you are changing your number to a
new coverage area.
