I'm unable to set my screen res above 1028*768 on my 21in Vivitron vx1100 without the desktop running over - that is I have a perfect display but I can only see part of the desktop. I have to scroll in order to see the whole! I have Windows XP and a 9600xt installed. Can anyone help? I've tried every res and refresh rate upto 1900*1200.

It sounds like your monitor driver is incorrect and windows thinks it's only capable of 1024x768, so that higher resolutions are done by means of "virtual desktop". If your monitor is Plug and Play, set it as that in BIOS, otherwise go to Vivitron's website and see if a different driver is available.
