Where can i download the initial install?

If all you are doing is setting up the base station, you don't really need
the software (you can do everything from the Base Station Management Tool
(http://192.168.2.1 or whatever the lan ip of your router is)

If you really want the Broadband Networking Utility
Goto
http://www.microsoft.com/hardware/ [...] loads.aspx

Select MN500
Download the msbndownload.exe file

Extract its contents with Winrar
Right click msbn.msi and install it.
