Black screen?

I have a windows 8 laptop inspiron 15R, just got it a few weeks ago, and now I am having problems with the start up screen.

I turned it on today and only a black screen pops up, nothing else shows up but the mouse. How can I fix this?

(Before the black screen, it said that my laptop's resources were running low when I tried to log in as a user).
