Some programs wont shut dow

some programs like outlook will be running in the background,

Need more details, did you have Outlook open? Did you close the program? Did it not close? What does that have to do with shut down of Windows? Is it not shutting down? Lots of programs run when you shut down Windows, anything in your system tray, anything you don't close before trying to shut down.
