IDE Cabling Question

I know it's probably in here somewhere, but when I search for IDE it come with a lot of stuff to sift through.

Can IDE cables be reversed? ie the "blue" connector that goes to the motherboard, can it be hooked to a hard drive/CD-ROM? The problem I'm having is the length between the primary and secondary isn't long enough for my set up. And there is only one way to set up what I have in the case.

I believe you can, though limitations do exist, such as the max cable lencth of 18", and that the mobo to first hard drive cannot be shorter than 10".
