Recently I upgraded my PSU from Q-Tec 300W to Antec TruePower 430W. The components in my system are:

Athlon XP 1800+ @ 2.0GHz
Asus A7N8X Deluxe
Corsair 2x256MB PC3200LL Twinx
ATI Radeon 9500 Pro
Western Digital WD1200JB
DVD-ROM, CD Writer, NIC Card

What I was wondering is how much power does my new PSU consumes? Should I expect my electricity bill to be doubled? Or does this PSU consumes just as much electricity as is needed?

(Example because my english is not very good :)
If all the components in my system need a total of 380W, will it consume that amount of power or will it still consume 430W, increasing this way my electricity bill ?(while practically not using the extra power)

Your PSU will only consume the amount of watt your system needs, so it will consume 380W in your example and not the full 430W.

My dual-PSU PC is so powerfull that the neighbourhood dims when I turn it on
