Hi!
My father is planing to by a laptop for use in his sailboat, and he asked me if I could find a TV-card for him.
I have read that a card with USB-connection is too slow, but how about firewire? Does it excists?

Yes, USB is too slow. No, I don't think any other options exist for external tuners.

USB will work, but the quality won't be as high.

The question is whether you are watching or recording?

For BASIC watching USB should be ok, but if he wants good quality the Firewire and USB2 work best.
