Okay, everything was working fine with XP, and then sometihng gets f**ed up and I need to reinstall.

Reinstall goes fine, but now I cant turn the computer off. Turn Off makes it display the annoying Windoze 95-esque "It is now safe to turn off your computer". Pressing the power button does nothing. Pressing the restart button works. Unplugging the damn thing works. In all other instances, the power button works just fine.

I have disabled Hibernate from the "Power" control panel, but the problem still occurs. This was not happening before the reinstall.

Can anyone help me out here? This is really annoying....

Check BIOS to see if your board is ACPI or APM compliant, that shut down screen is from APM boards I believe.

Also remember you must press the power button and hold it for at least 5 seconds before the computer will power off. This is true using default power settings for all ATX compliant machines. You can change the setting in the BIOS to instantly shut it off when you press the power button.

What NT thing you enabled? in bios or in XP setting? Can you give more detail?
I had problem with "it is safe to turn of your computer now", then I push power buttom to turn it off.

Device Manager=>View Hidden Devices

Go to NT/APM Legacy Support and Enable it.
