Probably not with rights. But I think Hollywood Edge will sell you a short
loop over the web for not much money. If you do a lot of this, it might be
worth it to buy one of their CDs.

With a telephone line simulator box. I have one around here somewhere.
Basically it's a combination of bandlimiting and distortion, and the
bandlimiting should preferably be done with something like a mechanical
filter that rings like hell. You could probably simulate it with an
equalizer and a distortion pedal or a slightly overloaded input stage.
Just add a little distortion in, not too much.

Very unlikely if you are looking for something legal. OTOH, you can
poke around my favorite online SFX vendor www.sounddogs.com and likely find exactly what you want and quite reasonable prices
(a very few bucks per cut). You can pay and download right online.
Instant (and legal) gratification.

Bandwidth limit it by rolling off everything below 300Hz and above 3KHz.
Add significant distortion (I'd start with 10%) to taste. Add some white
noise in the background and whatever other things you need for the effect
you seek.
