ECC memory contains a chip that scans for errors in the data, and if there are any it fixes them. Non-ECC memory dosent. Most home users dont need ECC memory. As for situations in which the differnce is important, I dont know.

The way I understand it is if the data is very important, as in engineering, business customer info, financial transactions such as banks use, and most business large data flow applications. Even small errors can be disasterous. As steven pointed out, there are extra memory modules whose job it is to track and confirm each transmission of data to and from memory chips to make sure there is no change of the original data as fed to the chips.
