Toshiba satellite c850 wont boot and the f# keys dont do anything but beep and c

okay this is my story, turned off secure boot on windows 8, rebooted it window 7 64 bit and it did the usual loading screen formated partitons and deleted all of them to make 1 and the sub for windows 7 and it installed only till first installtion boot up and (Toshiba Leading Innovation) is the screen it cant pass and my f#key just beap cd tray do pickup discs and i cant get into bios, what do i do to fix this.
