21" vs 22"

Can someone please tell me why most 21" AND 22" CRT's have a 20" viewable area? Why do they have the same viewable area?

The reason is that the tube is 21 or 22", and the 20" viewable is what is needed for the bevel to hold the tube in place and maintain clarity, and the reason some have larger tubes 22", with with only 20" viewable, is genearlly on higher quality monitors.
The farther you get out from the center of the screen, the harder it is to keep distortion to a minimum. So, with higher end monitors, wanting to maintain highest quality, a 22" tube has 20" viewable area.
