M2n-sli deluxe windows 7 issues

Hello,
I just installed Windows 7 and ran CPU-Z and it shows that I am only running at 1Ghz with a AMD Athalon 64X2 Black edition set to 16X multiplier in the setup.

What do I need to do to get this thing to run at 3Ghz?

ok so I guess I didn't provide enough information in the first post...

Here it goes:
M2N SLI Deluxe (BIOS 1701 Latest Edition)
AMD Athlon 64 X2 5000+ Black Edition
2 X 2GB A-Data DDR2 800 (PC2 6400)
ATI Radeon HD 5770
Windows 7 64 Bit


I went into the BIOS and set everything to default
Then changed the multiplier only to 15X
Saved OC Profile
Saved & Exit
Re-Boot
Load Win 7
Open CPU-Z
Multiplier shows 13X w/ 2612mhz, VCore 1.248, FSB 200.9, HT Link 1004.7
DRAM: 373.2 MHz, 5, 5, 5, 18, 24, 2T

I don't know what I have set wrong, please help!

I was able to OC with AI Booster on XP Pro, but AI Booster doesn't work with Win 7 so I need to OC through direct BIOS changes.
