Why not just buy new ones? Acrometals makes them, and Tape Warehouse
charges something like $3.50 for a flange pair and a screw kit. If you
want a hub too, it's another fifty cents or so.
Tape Warehouse also has plastic reels in stock too.

Where were you five years ago when I was trying to get rid of some?
Coast Recorders in Hollywood usually has plenty of these in stock, and
it's about the only secondhand thing they sell at a reasonable price
(unless things have changed either in stock or prices since I bought
some there a dozen or so years ago).

They still stock 'em. They can also sell you complete reels, but getting
flanges and putting them together is much cheaper. If the sales guy can't
find it, ask him to send you to Lou, the owner.
