FS2004 hang up. cannot reinstall

My FS2004 hungup at startup after the splash screen
appeared. (this is on a windows XP machine). I
uninstalled FS2004 using the CD. But when i try to
reinstall the software, I get the following message
"unable to update the file fs9.exe because it is being
used by some other program". So I am stuck trying to
reinstall the software. I tried to delete the existing
fs9.exe program in order to reinstall, but i get a
similar message "fs9.exe cannot be deleted. make sure it
is not being used by some other program". any ideas on
fixing this problem would be much appreciated.
