Programs not reacting to mouse

Hello

Some programs I try to use simply just doesn't react when I click anything. Anything I try to click within the program's window does nothing, even the minimize and close buttons. This happens on VLC Media player, Nokia PC Suite and possibly some other programs as well. I tried to change my mouse device as well but it had no effect. Also sometimes when starting up the computer it happens on desktop too, although when pressing ctrl+alt+del and clicking anything from the menu it works fine again. Anyone know a fix?

Maybe because you dont have a fast processor or theres no memory RAM avaible.
If you can pass your computer specifications I can tell you whats the problem.
