You should see about RMAing it or something because it should be very crisp clear text. I have a Mitsubishi FP2141SB 22" and it's text is very clear. Both monitors use basically the same tube, one is just slightly bigger than the other.
It must have been dropped during transport or something to tweak it that much. If you don't feel like paying the shipping charges then you might be able to clear it up a little. There are a set of knobs in the monitor that control the electron guns, those can be recalibrated to fix some picture problems. I wouldn't do it yourself though, take it to a local electronics store or something. Touching the wrong thing in a CRT can kill you.
