Windows Firewall Service Huge Problem Wont Start

I have tried everything that I could find to fix the problem. It just wont start.

I tried to reinstall windows 7 (I want to repair not clean). It wouldn't let me. I ahve Win7 Ultimate 64 bit and I was trying to reinstall that and it keep tell me this: http://gyazo.com/5bb813f74d15b96eb408720335bac2e7

I really have no idea what to do anymore.
The whole reason why I want to fix this is because I need to port forward stuff for games and the ports are not being allowed through windows 7. This causes a major issue for me when trying to play certain games with friends. I also need to block certain programs from going online. I can't do anything because windows Firewall just wont work.

Someone please help me.

Install a free firewall and use that.

I'm not sure what to look for but I didn't find anything relating to Windows Firewall.

Can you recommend me a firewall that will let me unblock the ports that I need to open. Comodo doesn't have that feature.

All the ports should already be unblocked with the windows firewall off.

The only one that comes to my mind is zonealarm. But I haven't used anything but a hardware firewall in years. Are you behind a router?

Yeah. I can port forward in the router but then Windows Firewall blocks the ports from opening.

I really need help with this problem. I bump it so someone who may have had this problem before could come and help me with it. I literally can't do anything and the only way it would let me reinstall my windows is if why i wipe the hard drive.

Why do you need to start the windows firewall? Why don't you just forget it and install another FW?

It blocked any ports that I need to port forward through my router.

I somehow managed to reinstall windows. Everthing is ok now.
