I'm looking for a program to rip 1 to 2 minute MP3 audio samples, a
program that allows me to set the start and end point before ripping.

Does something like this exist, or do I have have to first rip, then
edit?

Soundforge with Batch Edit could probably do that.

You can try Exact Audio Copy, using the Copy Range feature.
