I am not sure how deep a system restore is. You could try a program like PhotoRec 6.13b to get it but probably not.

How important is the data?

PhotoRec can be used through Hirens Boot CD. This is only for files. Programs you will have to reinstall.

Otherwise the only way to get this back is through professional data services.

the only thing she really cares about is getting her photos back that she had saved on there. everything else is replaceable. ill give that a try though. thank you very much.

Make sure to not use the hard disk you want to recover until you get a chance to recover the files :)  The some of the bits that make the data up are there, but it is being destroyed as you write to the disk haha,

So dont use the HD, get a bootable linux recovery CD that has file recovery software on it.
