Possible SpeedStep not functioning?

A friend of mine have a Fujitsu 7020D laptop with the Pentium-M 1.86Ghz chip in there..

i noticed that it always runs hot, no matter on battery or AC... installed Everest and checked the chip clock speed. Somehow or rather its always stuck at max freq (ie 1.86Ghz).... it doesnt matter that nothing is running. I tried setting the BIOS setting to Battery Optimised or Automatic to no avail... it still runs as hot. and everest still tells me that the speed is still stuck there.

is there anything that i'm missing here? or that i can do?

(Everest does show my Toshiba Tecra stepping up and down. so i know that the prog works...)
