I need to print the monitor's screen, through the VGA signal itself,(There is a printer with a wierd interface called SeikoII, but it cost much in paper and ink) so is it possible to convert the VGA signal to a Video in signal and take it by any Tuner or VGA cards as a Video in, and thus be able to print it through a PC??

I'm not sure if I understand fully but I'll take a shot at it.
Are you just wanting to print certain frames or every frame of a video from a tv or tape? For printing certain frames you can feed the video to the computer via a tv tuner card and take screenshots of the video as it runs. Then you can print those screenshots.
If you are just wanting to print what is on the monitor of a computer just hit print screen (takes a screen capture of exactly what is on the screen), paste that into mspaint or something, and print it.
