My USB ports are not working at all

This is my first time posting here, it might only be temporary, but really.
All four USBs will not work at all.
I recently bought a new mouse because i though my other one was broken.
NOPE. It's the USBs. I just need some help.
I dunno if this is in the right category.

Sometimes USB devices take a minute or two (especially on older hardware) before they begin to work. Plug it in, go make some tea, and come back and see if it is working.

I assume these are on the back of a PC? or is it a laptop?

This has been happening for 3 days. This is a laptop.
This USB device has been taking a LOOOOOOOOOOOONG time.

make and model of the laptop?

have you made any recent changes? (at least between the last time you used the USB ports and now)

have you run a registry cleaner like CCleaner, and antivirus like Microsoft Security Essentials and Malwarebytes? Sometimes malware can do funny things to USB ports.

Erm, i don't have any viruses. Uh, i think the laptop is called "vostro 1500" or something.
i'm not good with laptops.
