Years ago, I worked at a place which had the Hanna-Barbera sound effects
(and character voices!) and the disk had licencing information on it which
explicitly cleared its contents for air. So apparently they recognised
that these sounds were so familiar that it would be better to let them be
heard anywhere someone had a need to use them. This disk is probably ages
out-of-print...it was already 15 years old when I saw it....but I don't
have a copy of it, and I didn't make a tape of it. You might find it
somewhere, though.
As for W-B...it's my belief that they've held tighter control on their
sound, and lifting it for your own use without licence might raise a fuss.

I would presume that (a) they've had many years to develop their own
libraries, which (b) aren't for sale and (c) are extended at need by
sound effect artists on staff.
Develop your own? Buy generic? (Or, if you're a hobbyist and think you
can get away with cheating on copyright, "borrow" a copy out of their
existing material?)

They're commercially available, or at least they used to be. I know some
people who have them, but they were at the station long before the
employees arrived, so they don't know where they came from. Quite a few
recording studios have them. As I recall, they were quite expensive.

Yeah, the rights to both were purchased by Sound Ideas in Toronto:
Note that they also have the Rocky & Bullwinkle library, which is very
entertaining. In addition there's a "Cartoon Express" 10-CD library, which
has another 1000 effects not in the WB or HB libraries (though this is one of
the few I don't own).
You might also check out the Hollywood Edge stuff, which includes several
animation-oriented effects:
All of these packages are fairly expensive -- typically $500 each -- but
Sound Ideas does have sales from time to time. They also pop up on eBay once
in awhile, too.
Don't forget that you also need "traditional" SFX for any animated show.
Sometimes, in the right context, a straight effect can be very funny; I'm
thinking of, for example, a "bowling strike" effect when a cartoon character
staggers down a sidewalk and then knocks down three people. Sometimes, sound
effects are funny in situations; the effect itself doesn't always have to be
cartoony.

never mind this, as previously mentioned in this thread, WB and
hannabarbera SFX libraries as well as universal, lucasfilm, and many
of the other major studios can be bought through sound ideas, they
have been that way for years, for BUYOUT licensing.
