PC3200LL vs PC4000

I am building a new comp with a P4C processor with a 800mhz fsb. I am not planning on overclocking but i want to know which memory i would be able to get the best timings with. Corsair has a low latency pc3200 module out with (2-3-2-6), command rate of 1T timings, but I have also read that if you use faster memory modules at lower clock rates than you can acheive better timings as well. So which would have better timings at 400mhz(800mhz) PC3200 low latency or PC4000.

Get the 3200 LL instead of the PC 4000.
