I've purchased an AKG D230 (dynamic omni) microphone for interviews.
However, when attaching to a computer and recording, I'm not getting
the levels I am with a cheap Sony attachment.
I'm recording through a SoundMAX card to Cool Edit 2000 running on a
PC.

What you need for that AKG D230 is a mic preamp. One easy
way to get one (or more) is to get a small console. Small
consoles make nice front ends for doing audio on PCs because
they handle the mic preamp issue and the monitoring issue.

buy a decent electret condenser mic ( even a Sony) with a low cut switch.

Yes. The cheap soundcards with unbalanced input don't have a lot of
gain. That's why typical "multimedia" microphones have outrageously
high output levels.
The easiest thing I would think would be to use something like the
Lavry computer interface box.
