computer slows down

I have this problem , whevenever the computer reads or write to or from my LG CD writer, the computer slows down a lOT

why is this happening?
i installed all my via chipset drivers, did i miss anything?
please... some advice..

My OS is windows XP pro, i have a Gigabyte 7VAX motherboard (KT400 chipset) 512MB DDR, MSI Geforce 4 ti, 2 Maxtor 7200 hard drives, 1 LG cd burner X24, anything more?

and whats DMA and how do I enable it?
